The TeamUP Project
CBRN-E incidents and resulting casualties present a permanent threat to which First Responders often require to provide help without having conducted sufficient training on how to operate in these incidents. Moreover, First Responders are seldom aware of the risks that CBRN-E material poses to their health. The management of a CBRN-E scene including the recovery of persons concerned requires standard operating procedures, advanced skills and suitable equipment. A step-by-step approach needs to include (1) detection of the CBRN-E threat, (2) triage of casualties and (3) on-site decontamination before the provision of medical aid.
The TeamUP project will analyse how First Responders can meet operating requirements and develop and test innovative technologies for the detection, identification, and monitoring of hazardous material, as well as for the monitoring of the health status of First Responders as well as integrate tools for triage and decontamination. Next to the training and equipment of First Responders, TeamUP aims to raise awareness for CBRN-E incidents in the general public, making our societies more resilient.
Enhancing CBRN-E Risk Management for First Responders
Establish a framework to analyse and advance first responders’ (experts and non-experts in CBRN-E) knowledge and operational competences related to CBRN-E risk management procedures, through knowledge sharing, harmonized training and evaluation of capabilities and technology.
Empowering First Responders with an advanced integrated toolkit
Co-develop and assimilate functionable tools to armour First Responders with advanced Detection Identification Monitoring, Search and Rescue, Triage, Decontamination and joint operations capabilities, incorporated in an innovative training, planning and response coordination Toolkit.
Strengthening multi-agency CBRN-E response capacity and upgrading operating procedures
Validate tools through a multi-level exercises, tests, trials and demonstration programme on contributing in the multi-agency CBRN-E response capacity and in upgrading operating procedures.
Standardizing decontamination validation metrics and updating CBRN-E incident management
Initiate pre-normative efforts, in collaboration with relevant projects and CBRN-E domain stakeholders, on standardizing quantitative and qualitative metrics and procedures for decontamination validation and revisiting CBRN-E incident management related standards.
Boosting project impact through synergy and sharing
Promote synergies with previous, on-going, and future projects as well as networks of Practitioners and Training Centres through knowledge sharing, systems integration and joint outreach activities in collaboration with CERIS while promoting projects’ results towards their exploitation.
